July 1, 2025 โ€”The RISE Benguet Project Consortium, in partnership with 21 Civil Society Organizations (CSOs), formally signed a Memorandum of Understanding (MOU) to launch the Community Catalytic Projects. This milestone marks a shared commitment to advancing community-led resilience initiatives across BLISTT, with support from the Catalytic Fund Grant. Through this collaboration, local CSOs will implement innovative and inclusive solutions that strengthen disaster preparedness, climate adaptation, and sustainable development in their respective communities.

These Community Catalytic initiatives will be implemented under the leadership of the projectโ€™s 21 CSO partners within their respective service communities. The project proposals were developed in direct response to the issues and concerns identified during Community Risk Assessments (CRAs), which reflected the daily struggles and lived experiences of the communities. The 21 CSO partners from Baguio City, La Trinidad, Itogon, Sablan, Tuba, and Tublay (BLISTT) will lead the implementations over the next four months following the contract signing.

Nineteen out of the 21 CSO partners of the project have successfully submitted their project proposals for the Catalytic Fund Grants, with each grant amounting to a total of Php 100,000.00. The funds will support the procurement of materials, equipment, and other necessary items and tools for the successful implementation of their community resilience projects.ย 

During the event, partners were oriented on the Adventist Development and Relief Agencyโ€™s Child Protection and Safeguarding Policy, on the policy on Protection against Sexual Exploitation, Abuse, and Harassment (PSEAH), and on Anti-fraud, Bribery, and Corruption. They also received a briefing on the Financial Documentation and Reporting Guidelines for the Catalytic Fund.ย 

Also present during the signing were representatives from the RISE Benguet Consortium member organizations: Ms. Corazon Sajonas, Executive Director from the Jaime V. Ongpin Foundation; Mr Santos Mero, Field Coordinator from the Center for Development Programs in the Cordillera; and Ms. Rose Ann Paragas, RISE Benguet Project Manager, from ADRA Philippines.ย 

The Catalytic Fund Grants are a key component of the RISE Benguet Project, designed to empower communities within BLISTT to actively contribute to strengthening the resilience of at-risk populations in the face of disasters and climate change. The RISE Benguet Project is funded by the European Union and co-financed by ADRA Deutschland.
