Northern Samar Shearline Response

Northern Samar has declared a STATE OF CALAMITY due to the calamity’s impact on 70% of the population, equivalent to 74,500 families or 370,000 individuals across 24 towns in the province. [Philippine News Agency on November 22, 2023.]

𝐖𝐡𝐲 𝐝𝐢𝐝 𝐭𝐡𝐢𝐬 𝐨𝐜𝐜𝐮𝐫 𝐰𝐡𝐞𝐧 𝐭𝐡𝐞𝐫𝐞 𝐰𝐚𝐬 𝐧𝐨 𝐚𝐧𝐧𝐨𝐮𝐧𝐜𝐞𝐦𝐞𝐧𝐭 𝐨𝐟 𝐚 𝐭𝐲𝐩𝐡𝐨𝐨𝐧 𝐞𝐧𝐭𝐞𝐫𝐢𝐧𝐠 𝐭𝐡𝐞 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞 𝐀𝐫𝐞𝐚 𝐨𝐟 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐲?

On November 17, 2023, a Low-Pressure Area (LPA) entered the Philippine Area of Responsibility (PAR), situated at a distance of 935 km East of Northeastern Mindanao. The convergence of a Shear Line and the LPA resulted in precipitation over Eastern Visayas and Caraga.

Although the LPA dissipated on November 19, 2023, east of Surigao City in Surigao del Norte, the Shear Line persisted, causing continued rainfall over certain areas of the Bicol Region and Eastern Visayas.

On November 21, 2023, the Shear-Line, an area where the cold amihan (northerly winds) and the warm air meet and caused heavy rains and flooding on the province of Northern Samar resulting to massive damage to residential houses, devastation to agricultural products, destruction to infrastructure, lifeline, and support services.

ADRA Responds:
1,125 households affected by the recent flooding from the municipalities of Catarman, Mapanas and Gamay in Northern Samar have received food packs!

Each food pack had the following:

10 kilos of rice

2 kilos of mung beans

7 packs of pancit canton

3 cans sardines

3 cans tuna

2 packs of biscuits

1 liter of cooking oil
